The International Center for Alcohol Policies (ICAP) is a not-for-profit organization funded by major international producers of beverage alcohol. The mission of ICAP is to promote understanding about the role of alcohol in society and to reduce the abuse of alcohol worldwide. The mission of ICAP also involves promoting dialogue and encouraging partnerships between the beverage alcohol industry, the public health and research communities, governments and others with an interest in alcohol policy development.

 

The cooperative efforts that characterize much of ICAP's work are governed by principles that are designed to ensure the independence of all partners and to safeguard transparency. These guidelines are outlined below:

 

  • ICAP is committed to the notion that meaningful policy discussions must include a diversity of viewpoints and should be based on the best possible evidence available.

  • Relationships with all partners in ICAP's efforts are conducted in accordance with the Dublin Principles and in the spirit of complete transparency.

  • It is ICAP's policy to fully disclose its source of funding and its relationship with the beverage alcohol industry.

  • ICAP is committed to preserving the freedom and independence of all partners in the expression of opinions and when publishing their work, provided the latter does not conflict with copyright issues agreed in advance with ICAP or its publishers.

  • Where appropriate, those working in partnership with ICAP may be offered compensation in the form of ordinary and customary honoraria, author or consultancy fees, or travel expenses. In all such cases, the amount of compensation shall be in keeping with that paid by other non-governmental or governmental organizations.

  • Acceptance of such compensation is voluntary. Those receiving such fees from ICAP are asked to disclose them in their writings in accordance with the Dublin Principles.
